Enhancing Civic Participation in the Processes of Policy and Legislation Implementation and Monitoring

General Information about the Funding

The project is implemented under Administrative Contract No. BG05SFOP001-2.025-0185-С01 for the provision of a grant representing de minimis aid in accordance with Regulation (EU) No. 1407/2013, under the Operational Programme “Good Governance”, Procedure BG05SFOP001-2.025 for the award of grants through a selection process “Enhancing Civic Participation in the Processes of Policy and Legislation Implementation and Monitoring”.

Project Objectives

Main Objective

To assess the progress made in establishing effective, transparent, and accountable corporate governance of state-owned enterprises (CGSOEs), which is to be achieved through its reform.

Specific Objectives

1.   To provide information support for the process of monitoring and evaluating CGSOEs in 2021–2022.
2. To assess the status and dynamics of CGSOEs in 2021 and 2022.
3. To develop institutional capacity for monitoring and evaluation of CGSOEs.


 

Main Activities

1. Assessment of the state of corporate governance of state-owned enterprises in 2021.
2. Assessment of the state of corporate governance of state-owned enterprises in 2022.
3. Preparation of a self-assessment tool for CGSOEs and organisation of training for its use.

Expected Results and Contribution

• Updating the publicly accessible information system on CGSOEs and the financial status of state-owned enterprises at: www.cg-project.org.
• Preparation of annual assessments of the status and dynamics of CGSOEs for 2021 and 2022.
• Creation of a 7-year database (since 2016) to support civic oversight.
• Identification of “weak points” in CGSOEs and proposals for improvement in the context of the country’s accession to the euro area.
